dist_layout device parameter

Check that dist_layout device parameter can be retrieved and changed via devlink API.

Scenarios: X3-DVL004, X3-DVL006.

  1. If if_down is TRUE, set IUT interface down.

  2. Check that dist_layout parameter value can be retrieved for the IUT interface.

  3. Check that dist_layout parameter can be set to 1 for the IUT interface.

  4. Check that dist_layout parameter can be set to 0 for the IUT interface.
