Check that tunnel UDP port could be added and deleted correctly

The test confirms that tunnel UDP port configuration interface is reliable

  1. Prepare ethdev_state state

  2. Check that 'add' operation is available

  3. Check that 'delete' operation is available

  4. Add a handful of entries

  5. Make sure that existing entry duplicate is rejected

  6. Delete existing entries

  7. Make sure that an attempt to delete a nonexistent entry fails
