Get RSS hash computation test

Get current configuration of RSS hash computation

Make sure that it is possible to get configuration of RSS hash computation

1. Initialize test representation of the ethdev configuration

2. Check if required number of Rx queues is supported

3. Prepare ethdev_state Ethernet device state for test using nb_rx_queues queues for set up a receive queue

4. Get configuration of RSS hash computation
